Artificial Intelligence and the reinvention of the state. Towards a proativa and ethical government in Latin America´s digital era

The digital transformation of the State in Latin America faces fragmented bureaucratic structures that limit governments' capacity to anticipate citizen needs. While countries like Estonia have implemented proactive public services through artificial intelligence (AI), the Latin American region continues to use reactive models inherited from decades of disjointed management. The gap between technological potential and its ethical implementation raises questions about how to balance efficiency, equity, and democratic participation. The objective of this article is to analyze how artificial intelligence can transform state organizations toward proactive government in Latin America, identifying the technical, institutional, and ethical challenges that condition its effective implementation. A qualitative design based on discourse analysis of academic sessions taught by Dr. Óscar Oszlak in the Postdoctoral Program in Artificial Intelligence for Public Administration at INAP Mexico was employed as a method. Critical-collaborative debates between the professor and participants were systematized, complemented with a documentary review of international regulatory frameworks and case studies (Estonia, Singapore, Brazil, Chile, Colombia). Our results revealed that data interoperability and AI can dismantle bureaucratic silos, as demonstrated by cases where public procurement time was reduced from six months to two weeks (Chile) or newborn registration was automated (Estonia). We conclude that digital transformation demands ethical regulatory frameworks, massive digital literacy, and regional cooperation. AI must be a catalyst for social justice, not merely an instrument of technocratic efficiency.
