Fragmentation of governmental action in the public policies of the "SENDA" on the treatment and prevention of drug use in the province of Llanquihue

Abstract

Fragmentation within the State is a process that arises under the auspices of the New Public Management, a model that brought with it a modernizing reform of public institutions, having as its central idea the extrapolation of management and organizational models from the private sector to the public sector to improve the efficiency and effectiveness of the State Administration. As a direct consequence of this, government action also began to fragment, that is, reducing a public policy into different converging programs to solve a single public problem. Although this may not be a problem, in fact, it could be perceived as positive in theoretical terms, it has been proved that in practice this excessive specificity of public problems – especially complex ones – end up not being solved and preventing them from being solved in a comprehensive way. In this sense, in the case of public policies related to drugs, is possible to describe a series of characteristics associated with the fragmentation of government action that are present in the public policies on treatment and prevention of drug consumption implemented by SENDA in the Province of Llanquihue could be described
