The Government and Public Administration Journal (GYAP) implements a digital preservation policy aimed at ensuring the long-term availability, integrity, and access of its academic content published on the Open Journal Systems (OJS) platform. To this end, it combines persistent identifiers, distributed preservation services, and interoperability standards that facilitate the collection and exchange of metadata.

a) Persistent identifiers (DOI) and metadata management.

GYAP assigns a DOI (Digital Object Identifier) to its publications as a persistent identifier to ensure traceability and reduce the risk of loss of location due to URL changes. The journal manages the registration and maintenance of these DOIs through Crossref. For the deposit and exchange of article metadata, GYAP follows the Crossref XML deposit schema in its version 5.3.1. This protocol helps to maintain consistency and interoperability in the bibliographic description of its contents.

b) PKP Preservation Network (PN)

The PKP Preservation Network provides free preservation services for any OJS journal that meets the basic criteria. In this regard, with a view to digital preservation, GYAP articles are archived in LOCKSS (Lots of Copies Keep Stuff Safe) and CLOCKSS (Controlled Lots of Copies Keep Stuff Safe), thus guaranteeing the journal a permanent and secure archive (https://revistas.udec.cl/index.php/gyap/gateway/clockss)

c) LOCKSS

Open Journal Systems, which hosts GYAP, is compatible with the LOCKSS (Many Copies Keep Stuff Safe) system, which guarantees the journal a permanent and secure archive. LOCKSS is an open-source program developed by Stanford University Library that allows libraries to preserve selected web journals by periodically querying registered journals to collect newly published content and archive it. Each archive is continuously validated with records from other libraries, so any damaged or lost content can be restored using those records or the journal itself.

Archived issues can be consulted in the LOCKSS Editorial Manifesto (https://revistas.udec.cl/index.php/gyap/gateway/lockss). In this way, articles are progressively archived, ensuring that the stored digital information can remain and continue to be used in the future.

d) Interoperability and metadata exposure (OAI-PMH).

In terms of interoperability, GYAP exposes metadata using the OAI-PMH (Open Archives Initiative– Protocol for Metadata Harvesting) protocol. This is a simple system that allows external services (harvesters) to obtain metadata organized from repositories (data providers) This functionality is achieved through the use of protocols like OAI-PMH and formats like Dublin Core and Crossref XML. This technique promotes the visibility and integration of content in scientific information infrastructures.

e) About preprints

A preprint is a complete manuscript (ready for submission to a journal) that is deposited in a preprint server or repository before or during editorial evaluation, making it available as open access. GYAP accepts submissions of manuscripts that have been previously disseminated as preprints, provided that the submission complies with the journal's other editorial and ethical requirements. This practice is consistent with Open Science guidelines and the SciELO Preprints ecosystem.

Requirements for authors (mandatory to declare)

At the time of submission, authors must:

  1. Explicitly state whether a preprint of the manuscript exists.
  2. Provide the URL/DOI or other persistent identifier for the preprint.
  3. Indicate whether the preprint corresponds to the same version submitted or to an earlier version.

GYAP maintains its double-blind peer review process; however, when there is a public preprint, the journal cannot completely guarantee anonymity, as the authorship could be identifiable online. In these cases, the editorial team will take reasonable measures to safeguard the process (for example, avoiding direct references to the preprint during communication with reviewers). If the manuscript is accepted and published, authors must update the preprint record (when the server allows it) by incorporating the reference and DOI of the article in GYAP. Similarly, the manuscript may appropriately cite the preprint as a previous version, adhering to APA standards.
