THE SMART CITY ITS THEORIZATION AND PUTTING INTO PRACTICE. THE CASE OF LEÓN, GUANAJUATO, MÉXICO.

León Guanajuato, a Mexican city, is developing the León Human and Intelligent City Project, which has as its objetive make it the first city with this name of the entity. The objective of this case study was to contrast the Leonese experience with the literature on Smart Cities and with the results of the IMCO Urban Competitiveness Index, which measures the capacities of cities to impact in the welfare of their citizens. The elements that a smart city should have and the initiative were contrasted. In a general way it is observed that this type of interventions that seek to transform cities can generate risks by becoming an amalgam of technological innovations if they are not able to focus on the needs of its inhabitants. Finally, some successes and challenges were identified in the project of making León a smart city.
