Abstract

The current regulatory framework allows generating plants to be installed whose operation is detrimental to the places where they are located without a social and democratic dialogue. Although there have been multiple advances in recent times, they seem to be only proposals, without attacking the structural roots of the problem, which generates and perpetuates various socio-environmental conflicts around electricity generation. The objective of this research would be to analyze processes and results of the Santa María and Bocamina I and II thermoelectric plants in the commune of Coronel (Chile) in the period 2012-2017 from a structural perspective to demonstrate the development model. The chosen methodology is qualitative, and the collection of information was carried out through semi-structured interviews and documentary research, to then apply critical discourse analysis. Regarding the results, it is evident that 4 of the 5 thermoelectric plants use fossil fuels and pollutants, in addition the Santa María and Bocamina I and II thermoelectric plants intend to be an electrical alternative in the face of water shortages through the construction of community projects.
