PROACTIVE TRANSPARENCY AND OPEN DATA IN THE CHILEAN FOREIGN MINISTRY: PROPOSALS FOR IMPROVING TRANSPARENCY FROM AN OPEN GOVERNMENT PERSPECTIVE

The last focused audit report conducted by the Council for Transparency to the Undersecretariat of Foreign Affairs of Chile in 2020, concluded that access to information of that agency is partial This paper assumes that the findings of opacity are due to the fact that the Foreign Ministry does not publish information in accordance with the standards of improved transparency defined by open government. For this reason, a management model is proposed to implement Proactive Transparency and Open Government Data, in terms of availability, free access and reuse of information, using the resources already available in this public entity through the collection of existing information and the application of semi-structured interviews with relevant actors. This model will allow the development of concrete proposals to be implemented in order to increase transparency levels, promote efficiency and effectiveness and add public value in the way it relates to citizens.
