Del dicho al hecho: Marcos de políticas públicas para la gestión local de la seguridad y convivencia
Un análisis desde los actores e instrumentos

Este artículo hace una revisión sistemática de los principales cambios que se han dado en la literatura internacional de diseño de políticas públicas para la gestión local de la seguridad y la convivencia haciendo énfasis en entender las diferencias o posibles desfases entre los marcos teóricos declarados y los modelos de implementación. Para ello se analizan 64 casos de política pública a nivel global en clave de entender los instrumentos y actores que se utilizan efectivamente en la implementación. La evolución de los marcos de política pública de seguridad ha ido de la seguridad pública y del Estado a la seguridad humana pasando por la seguridad ciudadana, se expresa en términos de actores en el mayor protagonismo de las autoridades locales, de las comunidades, empresarios, ONG o cuerpos de seguridad privada, en el cambio de la escala territorial y la evolución de la relación integración social y seguridad en la esfera de los gobiernos centrales. En relación con los instrumentos de política, se ha transitado de capacidades monopólicas de gobierno directo de la policía y la justicia, hacia herramientas de mejora urbanística, participación comunitaria, gestión de las percepciones ciudadanas y de la integración social. Los aprendizajes para América Latina del proceso de transición hacia enfoques de seguridad ciudadana y humana están relacionados con complementar los esfuerzos de mejora urbanística, civilizar la policía, ampliar la participación a lo social, de forma que se aborde realmente el cierre de brechas y el combate al control de la gobernanza local por parte de grupos ilegales.
