A State in Transition: The Challenge of Public Administration in a Government of Change in Colombia.

The article offers a context of the reforms to the Colombian State and their significance in social projects and regional participation, where the current situation and the trends that are beginning to mark practices from the State are analyzed, but also, the new scenarios of tension that include four strategic aspects that must be taken into account in what we can define as a government in transition, understanding this as the transition from a bipartisan hegemony of more than two centuries of authoritarian, discriminatory and impoverishing regime of Colombian society, to a process of changes and reforms that will lead to the democratic opening of other political ideals, different from those of the hegemonic culture in power.
