Abstract

This essay is a reflection about the challenges facing the integration of the intersectional gender perspective into the logical framework (logframe) methodology for the design and evaluation of public programs in Chile. In 2022, the National Institute of Statistics (INE) of Chile published the Standardization of questions for the measurement of sex, gender and sexual orientation, aimed at household surveys and population censuses. Considering the future availability of data that disaggregates by sex, gender and sexual orientation, the responds to the following question: How can the contribution of this data be integrated into the logical framework methodology so that the design of public programs favors greater gender equality? The essay is structured around four areas of reflection: (i) the type and levels of complexity of public problems that can incorporate disaggregated data into the logical framework methodology; (ii) the possible effects for the design of public programs and their development produced by the expansion of categories and data; (iii)  the partial and incomplete use of the logical framework methodology according to the stages of the cycle of a public program; (iv) systematization and future research on the incorporation of disaggregated data on sex, gender, and sexual orientation into the logical framework methodology in Chile.
