The Institutional Development of the Congressional Personnel in Post-Authoritarian Chile: ¿Institutional Layering or Dependent Path?

This article describes the institutional development of the administrative personnel of the National Congress from 1990 through 2015 to determine whether such phenomenon constitute a case of dependent path or institutional layering. This research supports the former, which accounts for the restoration and updating of the organizational model of legislative officers and clerks that underlays its historical organization during that period.
