This paper is a descriptive study about the turnover and reelection in the Chamber of Deputies under the Constitution of 1833 from a historical institutional perspective. Both phenomena reveal the recruiting and training of a group that, though not numerous, made possible a routine functioning of the chamber, because of its specialization and reelection, which is established based on the turnover rate from each of the thirty one congressional elections carried out between 1834 and 1924.
