The Zones of the Collective Transportation Company of the State. Experiences and contradictions of public policy in Antofagasta and Concepción, 1957 - 1967

The present article discusses the operation of the Empresa de Transportes Colectivos del Estado (ETCE) in the cities of Antofagasta and Concepcion between 1957 and 1967. Created in 1953, collectives intended to provide an alternative to transportation by bus, which materialized for the cities mentioned since 1957. In this context, and based on various sources (press and legislative sessions especially), this article will analyze the deployment of this public policy under three successive governments, which administered the Zonales with the objective of providing a solution to poor public transportation services. The objective of this study is to reconstruct the history of this public policy in the provinces, linking it to the urban development of Antofagasta and Concepcion.
