Towards effective fiscal decentralization: a view of the public finances of Magallanes and the Chilean Antarctic

This research work seeks to examine the development of public finances in the Magallanes region and the Chilean Antarctic, with a focus on having a better diagnosis of the process of political decentralization started in Chile through the election of Regional Governors and the natural step to move towards higher levels of fiscal decentralization for the territories. It is argued that given the structural characteristics of the southern region and the Chilean institutional order based on excessive centralism, Magallanes obtains an unstable allocation of resources from the central level in historical perspective, and at the same time, has low autonomy in decision-making matters. and conveniences on its development.
