Abstract

Through this project, it seeks to intervene, through the construction of a biomass plant in the facilities of the former Boyeco landfill, the installation of a district heating network that can distribute sustainable thermal energy to the homes located in the sector Portal San Francisco, peri-urban limit of the Temuco commune, conceived as an alternative line of the Atmospheric Decontamination Program, PDA, in the constant search for sustainable alternatives in terms of energy efficiency. The public policy proposal will have the Municipality of Temuco as the coordinating institution, assuming a change in the organizational dynamics of the PDA, having as an innovation factor, the integration of the forestry industry as a preponderant actor in the development of the policy, by delivering the matter Essential premium for the energy development of the initiative, assigning said management under the figure of Corporate Social Responsibility. In the same way, the integration of interest groups, such as local recycling companies, the union of collectors of the Boyeco sector and the indigenous communities present in the Boyeco-Tromen sector will be collaborating actors in the local raw material collection process, generating new development poles for the actors involved and the local economy.
