"Chile has sworn eternal hatred to continental peace": Peruvian perceptions and debates about Chilean participation in the Pan-American Conference of Mexico. 1901-1902

This article analyzes the perceptions and debates of Peruvian publicists regarding the Chilean participation in the Second Pan American Conference of Mexico (1901-1902). The study identifies the critical views towards Chile's international attitude and its refusal to adopt arbitration as a resource in the resolution of controversies. The research hypothesizes that, according to Peruvian publicists, the Chilean attitude would be due to their contempt for peaceful international coexistence and alleged interests of regional dominance. Said "anti-Chilean communication campaign" was a concerted strategy by Peru as an attempt to get regional support for its bilateral problems with the Chilean state. The study used primary sources such as writings from Peruvian publicists and diplomatic documents from Chile and Peru.
