Abstract

The term "care management" used by the Chilean legislature from its conception —professional role and structure in state health facilities— has presented difficulties in interpretation. For clarification, have resorted to the Republic General Comptroller (CGR) an entity, which in effect, has issued two opinions. The purpose of this presentation is to critically analyze the Opinion No. 79,481, 2010, relate it to previous statements to present the current state of art. This article deals in a special way with the preferential right in which the last opinion recognizes the nursing profession to exercise leadership and management of the Care Management Units. Legislative and administrative background for a better understanding of the text, are delivered. For the same purpose the concepts of qualification, profession and regulation of a profession's own acts are reviewed.
