Decentralization in Colombia, a perspective from the normative framework of the reasons for its adoption

Abstract

Decentralization as a model for structuring the Colombian state was a response to the growing needs at different levels of government in fiscal, political, and administrative matters. These needs were exacerbated by the inefficiency of the state, an increasing number of public services to be provided, social imbalances, a greater relevance of local government entities at the economic level, among others. Based on addressing these deficiencies, this document seeks to analyze, from a normative framework, the evolution of the reasons that motivated the adoption of decentralization as the organizational foundation of the state in Colombia. This is done through a review of the legal framework surrounding the decentralization process in the country, focusing on the reasons that motivated its adoption.
