Strengthening the capacities of Regional Governments: new rationale and proposals

Abstract

The strengthening of regional governments (GORE) acquires new importance due to the greater interest (and pressures) to advance administrative, fiscal and political decentralization, especially thanks to the role of the elected regional governors, who are a new political actor with the capacity to pressure and influence the public agenda. This work seeks to analyze the current scenario of the functioning of the GORE, focused on the implications of the decentralization agenda promoted by the government of President Boric and on the recent recommendations of international organizations on the challenges presented by subnational public management. Based on the analysis, proposals are provided to structure the capacity-building processes of said organizations, highlighting the need to promote consensual processes among the actors that make them up (governors, counselors, directors, officials), as well as the relevance of the promotion and coordination roles that must be carried out from the central level.
