Abstract

Metropolization process in Mexico began in the '40, as a result of the country's industrialization, through an import substitution model. The industrial settlement on the outskirts of the metropolis has promoted the expansion of it. However, during the last ten years the dynamics of expansion has moved to the importance of Real estate role. The change has been caused by a new Housing policy and Articles 27 and 115 from the Constitution. Both obey to the same neoliberal policies based on privatization, liberalization and deregulation. Those new rules have permitted free capital flows in countries, dominated by international financial organizations such as lnternational Monetary Fund (lMF) and World Bank (WB). These changes have had an impact on a Metropolitan expansion that has transformed agricultural land into urban dynamics, with consequences to life standards.

The aim of this paper is to analyze the impact of the new Housing policy and the changes of the legal framework into Metropolitan expansion.
